Suite à la rencontre en parallèle du festival " Découverte Tunisie 21 " , les membres du réseaux présents à El Jem - Tunisie se sont mis d'accord sur nombre de point concernant le fonctionnement et les projets du réseau en 2007.

Nous tenons à remercier nos amis tunisiens pour leur accueil très chaleureux.

Suite à l’invitation d’Ali Akrout, certains membres du réseau Jeunesse Echange le Monde vont se rencontrer à El Jem lors du festival de musique actuelle, du 22 au 27 août prochain.

Les objectifs de cette rencontre sont les suivants :

Définir les missions des membres du réseau

Un Président : en charge de convoquer les réunions mensuelles via Paltalk, animation du réseau

Un Secrétaire : chargé du compte rendu des réunions

Un responsable Blog/ communication du réseau : restructurer le blog, rappeler aux membres du réseau de faire passer l’information sur leurs projets et enrichir le blog via les notes et observations

Des coordinateurs locaux : rôle d’information au niveau local des projets du réseau, coordination des projets mis en place par le réseau pour sa ville

Observation du festival et compréhension des problématiques locales. Un rapport sur les observations faites sera rédigé en fin de festival.
Des propositions de rencontres de jeunes à mettre en place pour les mois à venir.

Pendant le festival, nous rédigerons régulièrement des comptes rendus de nos réunions, observations et projets. Nous comptons sur vous pour réagir sur le Blog et nous apporter vos commentaires. Il est important que les personnes motivées suivent les prochains événements pour que nous puissions ensemble faire aboutir nos projets de rencontre de jeunes.

At the end of the month, a few members of the net Jeunesse Echange le Monde will meet in Tunisia, at El Jem during the DT21 music festival, from the 22th till the 27^th of August.

The aims of this meeting :

to determine the responsibilities of the net’s members :

o a president : he has to contact the members to organise the Paltalk (on the Internet) meetings, to animate the net

o a secretary : in charge of the reports of the meetings

o a communication/ Blog responsible : to organise the blog, to help/ recall the members to write on the Blog and to inform about their projects on the Blog o the local representative : he has to inform his local environment (municipality, other associations, youth workers, etc.) about the projects of the net, he is the person in charge of the local organisation of the youth projects of the net.

to observe the festival and the local issues at El Jem. A report will be written at the end of the festival.
to propose some/ a youth project to set up during the next months;

During the festival, we will write some reports of our meetings, observations, propositions of projects, etc. on the Blog. It is very important that the members who will not be there continue following the projects of the net. Please react, write your commentaries on the Blog.

Biennale de l'international, rencontre avec les partenaires du réseau

La deuxième Biennale de l'international a eu lieu du 1er au 4 juin dernier. Elle portait sur le thème "Ensemble pour changer le monde". Pour plus d'informations : http://biennale06internationaleromans.blogspirit.com

Ce fut l'occasion de rassembler de nombreux membres du réseau Jeunesse Echange le Monde et d'envisager ensemble les prochaines étapes de notre action commune.

Cette réunion a été l'occasion de comprendre les motifs du refus de l'agence italienne concernant le projet Salento 2006. Elle nous a également permis d'avoir une réflexion commune sur les problèmatiques de chacun de nos territoires ainsi que sur le rapport Municipalité/ association distinct d'un pays à l'autre.

D'autre part, des propositions concrètes ont été faites :

élire des responsables du réseau : chaque responsable aura un rôle de coordination et des missions spécifiques;
se rendre chaque année dans une des ville partenaires, lors de la réalisation d'un projet, pour se rendre compte des problèmatiques locales

Nos amis tunisiens proposent d'accueillir les membres du réseau lors du festival DT21, musiques actuelles de cet été, du 20 au 27 août 2006. Rencontre à suivre...

The second edition of the Biennale de L'international took place from the 1st till the 4th of june. The Biennale dealt with the theme "together to change the world". For more information about this event : http://biennale06internationaleromans.blogspirit.com

It was a greet moment to meet some of the partners of the net Youth Change the World and to speak about the next steps of our net.

This meeting allowed us to understand why the national agency of Italy refused the project Salento 2006. We dealt about the importance of the local issues of each partner city. It is also important to take into account the link between association and municipality which is different from a country to another.

More concrets propositions were suggested :

that the members of the net vote for some responsible : the responsible will be the local coordinators and will have some defined tasks;
that the members of the net visit each year one of the partner city during the concrete phase of a projetc to understand better the local issues;

Our friends from Tunisia invited all the partners to go to El Jem during the actual musique festival DT21 from the 20th till the 27th of august 2006.... let's follow this meeting...

BUILDING SITE:
JULY 2006, TARGA VILLAGE, TAROUDANT CITY, MOROCCO.
COUNTRY UNFOLDING:

PERIOD:
During the period -10th to July 24th- Targa association welcome different participants from other countries.
FEES:
150 euros including:
Transportation until the village of Targa will be paid by participants.
Members and luggage conveyance.

BUILDING SITE PURPOSES:
This project of Targa July 2006 is much concerned with the issue of water; collecting it for irrigation and drinking. In 1979 and 1987, endeavours were subject to huge rainy storms. Consequently, works and various efforts to attain intended goals were interrupted. Today, Targa association attempts to renew that aspiration, and to go on in that unaccomplished works: to restore and bring water to FWANOU, a bowl of 63 m3, in good conditions. RECEPTION AT THE VILLAGE
The participants will be accommodated within a local family with possibility of camping for those whom wish to. Wild showers and dry toilets will be arranged on the spot of the building site. Concerning the joy and the intellectual sides, this experience is quit promising to provide them. Moreover, Contributors will witness a new culture especially that the building site coincide the done of the harvests season, festivities and nice moment of the villager. The hikers will find their account in the mountains of the anti-atlas.
GEOGRAPHICAL AND CLIMATIC INFORMATION ABOUT TARGA :
Targa is a mountain stated in the center of an anti-Atlas Berber area. Administratively speaking, it is dependent to TAROUDANT province. Targa’s altitude is about 1400 m - 90 km due to South Est of TAROUDANT.
Recently, there have been remarkable contributions to provide the area with necessary infrastructures, therefore, support it to involve efficiently in country development: an asphalted road from TAROUDANT till Targa; a progressive effort to enlarge electrification service over the ground.
During the summer holidays, Targa’s region knows a wonderful dry and hot Climate.
ADDITIONAL CLUES CONCERNING INHABITANTS AND THEIR ACTIVITIES
People whom live in Targa are approximately 360 human beings-35 children- including 23 permanent families. They survive on cultivation, cereals and breeding goats, hens and sheep. Their refuges are kinds of a lovely ornamented traditional dry stone houses .houses are very gathered and described as being a second store building. To bring water from the far wills, usually people rely on animals especially donkey.

chantier jeunes bénévoles : juillet 2006 Targa Village/ Taroudant Ville/ Maroc Pays

les associations : Assarag pour le patrimoine et l'environnement, Targa pour le développement et la protection de l’environnement et Action d'Urgence Internationale organisent un chanteir jeunes bénévoles du 10 au 23 juillet 2006. le projet aura lieu au village de targa (région de Taroudant)

L’objectif du projet est de faciliter aux habitants du village de Tiguemmi N’Targa l’accès à l’eau potable et leur permettre de cultiver des terres abandonnées pour cause de sécheresse.

Targa 2006 sera un espace de rencontre, d’échange et de débat sur le thème de l’eau et ses problématiques.

Déroulement :
Dates : du 10 au 24 juillet, accueil des participants dès le 09 juillet.
Frais de participation : 150 euros,
Transport jusqu’au village à la charge des participants.

Situation du Douar
Le Douar de Targa est situé au cœur d’une région berbère de l’anti-Atlas.
Administrativement, Targa relève de la province (département) de Taroudant
- Altitude 1400 m – 90 km au Sud .Est. de Taroudant, route goudronnée jusqu’à Targa
- Electrification en cours
- Climat tempéré, chaud et sec en été.
- Population : 360 habitants stables (35 enfants) – 23 familles permanentes.
- Activité locale : culture en terrasses, céréales, Elevage : poules, chèvres et moutons.
- Habitat : maisons traditionnelles en pierres sèches – les moellons sont utilisés pour les rénovations
- Les maisons sont étagées à flan de montagne et très regroupées.
- L’acheminement de l’eau se fait à dos d’âne

Projet chantier
Ce projet s’inscrit dans le cadre d’une action solidaire sur le thème de l’eau : captage et acheminement pour l’irrigation et l’eau potable, à proximité du village.
Des orages et des pluies abondantes avaient endommagé ces ouvrages en 1979 et 1987 - à l’époque, le captage était rudimentaire. les travaux consisteront en confection du captage d’eau au lieu-dit FWANOU et le réaménagement de la conduite d’eau (ancienne Seguia) un bassin de 63 m3 en bon état.

Accueil au village
Les participants seront accueillis chez une famille au village, avec possibilité de camper pour ceux qui les désirent, douches sauvages, des toilettes sèches seront aménagées sur les lieux du chantier. En matière de confort l’expérience est riche en enseignements .
Le chantier coïncidera avec la fin des moissons, c’est un moment festif pour le villageois.
Les randonneurs trouveront leur compte dans les montagnes de l’anti-atlas.

It’s a long long way, oh it’s a long long way. ( Supertramp)

Depuis notre rencontre à Romans en juin 2005, nous avons mis beaucoup d’énergie et d’espoir dans la réalisation de notre projet Salento 2006.
Aujourd’hui il faut se rendre à l’évidence, nous ne serons pas en mesure de proposer un projet d’échange à nos jeunes pour cet été 2006.
Cependant il est important que notre réseau continue à vivre et que nous aboutissions à la mise en place d’un projet pour les jeunes.
Deux pistes se dégagent dès aujourd’hui :
Garder le thème de l’environnement avec comme sujet l’eau.
Reprendre les thèmes qui ont été proposés lors de notre séminaire de juin 2005 à Romans

Il est essentiel que chaque partenaire se renseigne et informe l’ensemble du réseau sur les dates de vacances scolaires des jeunes concernés pour la période de juillet 2006 à Août 2007.
Nous souhaitons dès maintenant travailler avec les partenaires les plus disponibles et motivés à l’élaboration d’un projet pour nos jeunes !

We had given a lot of energy and hope to set up our Salento’s project since our last meeting in Romans, June 2005.

Today we must face to the reality; we couldn’t propose to our youngsters a project for this summer, July 2006.

Anyway, it’s important for the life of our network to go ahead and result in one project for youngsters of our countries. We had to think about, these two possibilities:
Do we keep in mind, the theme: Environment with the topic” water”?
Do we choose one topic among those proposed while our meeting in Romans, June 2005?
It’s essential that each partner inquires and informs to every one on the youth holidays periods from July 2006 to August 2007.

We wish, from now, to work with available and motivated partners to build a new project for youngsters!

Participation, Implication of young French people.
Several aims will be had to achieve this goal:
To imply the young people in a step of awakening of the utility to act as soon as possible for the safeguard of the environment by tackling more particularly the subject of water.
To instigate a group of young people in each country
To facilitate the access to information in connection with the safeguard of the environment, local, national, international.
To allow the young people to meet men and women who act regularly for the safeguard of the environment voluntarily and professionally.
To set up working times collective and individual to build projects
For that all the partners implied in this project will propose to the young people of their countries to create a Young Commission Environment. Several stages will be necessary to set up this Commission Young Environment. They will begin in December and will finish after the meeting in Italy

Games to allow each one to better know, in order to instigate the group starting from the capacities and of the potential of each individual who composes it.
Establish a work schedule on the whole of the project.
Installation of the criteria of selection of the young people who will represent their countries and their commissions at the time of the International exchange in Italyin July 2006: Salento 2006 "What' s the matter, what' s the water?"
Development of a program Action - Research Communication; Who one will meet, animations has to create, Which tools which strategy to carry out research of information.
Distribution of the tasks to be carried out and the personal work of research that each one must carry out individually at the end of this gathering.

Times of meetings with the actors of the environment who act locally
Installation of a tool of communication, creation of a blog per country and commission. This blog will allow at each commission, to inform the other commissions on the evolution of each project thus creating an interaction between the various projects and the young people of each country.
Collective working time Development of a project by commission and country to emphasize problems related to water by holding account of its own local data.
Set up pedagogic Workshops about sensitizing on environment.
Assessment intermediate of the program and preparation of the next stage.

Period: 2 days in April 2006
Collects analysis of Finalisation information of the project of each commission approaching its own problems room related to water.

Participation of the Commission representative of each country in the Exchange of the young people of the countries of the network" Youth changes the world " from 10 to 23 July in Corsano, Italy.
Participation et Implication des jeunes Français.
Plusieurs objectifs vont être visés pour atteindre cet objectif :
Impliquer les jeunes dans une démarche de prise de conscience de l’utilité d’agir le plus tôt possible pour la sauvegarde de l’environnement en abordant plus particulièrement le sujet de l’eau.
Dynamiser un groupe de jeunes dans chaque pays
Faciliter l’accès à l’information à propos de la sauvegarde de l’environnement, local national, international.
Permettre aux jeunes de rencontrer des hommes des femmes qui agissent régulièrement pour la sauvegarde de l’environnement bénévolement et professionnellement.
Mettre en place des temps de travail collectif et individuel pour construire des projets
Pour cela tous les partenaires impliqués dans ce projet vont proposer aux jeunes de leurs pays de créer une Commission Environnement Jeune.
Plusieurs étapes seront nécessaires pour mettre en place cette Commission Environnement Jeune. Elles débuteront au mois de décembre et se terminera après la rencontre en Italie
1° Recrutement des jeunes à partir de novembre 2005
2° Mettre en place un temps de rassemblement
Période : sur 2 jours au mois de décembre 2005,
Jeux pour permettre à chacun de mieux se connaître, afin de dynamiser le groupe à partir des capacités et du potentiel de chaque individu qui le compose.
Etablir un calendrier de travail sur l’ensemble du projet.
Mise en place des critères de sélection des jeunes qui représenteront leurs pays et leurs commissions lors de l’échange International en Italie au mois de juillet 2006 :
Salento 2006 “What’s the matter, what’s the water?”
Elaboration d’un programme Action –Recherche- Communication ; Qui va-t-on rencontrer, les animations a mettre en place, Quels outils quels stratégie pour effectuer des recherches d’information.
Distribution des taches à effectuer et le travail personnel de recherche que chacun doit effectuer individuellement à l’issue de ce rassemblement.

Temps de travail collectif Elaboration d’un projet par commission et par pays pour faire ressortir une problématique liée à l’eau en tenant compte de ses propres données locales.

What is happening, when you put together 15 persons from different countries, towns, languages, colors , sexes, in a same place in Hungary for a training course about Human Ecology?.....
They play and play again all the time!

Human Ecology is a subject that needs a best consideration today.

Finally, I really think that you are looking all in the same direction, but with different glasses. Glasses for short-sightedness, astigmatic or, no glasses for others.
According to each person, it’s a question of different points of view.
For coming out of this (abstract) image, what are you going to do now, for us and the next generation about water, air, solidarity, love, culture, food etc.
Instead of giving some solutions I do prefer to play again by a question about a topic who will concerns everybody “Young change the world “”Jeunesse Hé change le monde”

Palestine Name selection and Training

After the meeting on Wednesday Sep.14^th.2005 with all the organization we agreed on following procedures for the selection of the participants.

- First we will send an Invitation for the organization to nominate 5 participants and one leader for environment work shop without mentioning the trip to Italy and anything about the project (Salento 2006)

- Second we'll start with a workshop titled under the Water in Palestine

Après la réunion mercredi 14 septembre 2005 avec toute l'organisation nous avons convenu des procédures suivantes pour le choix des participants :

- d'abord nous enverrons une invitation aux associations pour qu'elles nomment 5 participants et un responsable à un travail sur l'environnement sans mentionner le voyage en Italie et le projet Salento 2006.

- en second lieu nous commencerons par

Rencontre en Palestine

We had this meeting at the PCR office with all the other organisations in Beit-sahour like YMCA, Greec Orthodox Club , Cultiral Club , And the Rapprochement Center (PCR). and we discussed the futural steps of the project .And Carol has cleared many things to us .

And at last we arranged a meeting for the local organisation to start planning about the activities for the project.

Nous avons organise une reunion au bureau du centre de rapprochement entre les peuples a Beit ahour ave YMCA, le club grec orthodox, le club culturel, et le CRP> Nous avons discute des futures etapes du projet. Caroline a clarifie beaucoup de choses pour nous.

Enfin, nous avons d2cide de notre prochaine reunion entre les organisations locales pour commencer a planifier nos prochaines activites pour ce projet.

Salento 2006 : le compte à rebours est lancé!

Deuxième quinzaine de juillet 2006, 80 jeunes et animateurs se retrouveront pour une rencontre internationale sur le thème de l'eau et l'environnement!!!

1er novembre 2005 c'est la date à laquelle nos partenaires italiens devront envoyer le dossier pour demander une subvention à l'Union Européenne pour soutenir ce projet! Mais pas question de les laisser bosser tous seuls
Une rencontre internationale demande en effet du temps et de l'énergie pour la construire... Alors quelques rappels sur les enjeux et les contraintes semblent importants pour que nous soyons tous conscients de ce qui nous attend…

Le programme jeunesse soutient des échanges de 16 à 60 jeunes entre 15 et 25 ans, durant 6 à 21 jours... Le soutien financier est indispensable pour mener cette action et particulièrement pour certaines associations de notre réseau qui ne pourront pas trouver les ressources propres suffisantes. Les critères du programme jeunesse ne sont pas seulement liés à une question financière, mais ont pour objectif de favoriser un échange de qualité entre les jeunes. Ils ne peuvent donc être contournés. Prévoir une rencontre avec 80 jeunes si nous trouvons les financements pour les 20 jeunes supplémentaires n'est pas possible car nous perdrions les financements de l'Union européenne sur l'ensemble du projet. Comme nous sommes 9 pays en tout dans le réseau, la rencontre concernera donc 6 à 7 jeunes filles et garçons par pays, qui quront entre 15 et 20 ans. C'est pourquoi il est important que nous sachions très vite si tous les pays sont prêts à participer au projet.

Pour avoir le soutien du programme jeunesse, il est important de prendre contact au plus tôt avec nos agences nationales et coordinateurs nationaux. C'est l'Italie qui déposera le dossier auprès de son agence nationale. Mais l'avis sera d'autant plus favorable, si chacun a pris le soin d'informer la ou les personnes en charge du programme jeunesse dans son pays. Ils sont avides d'information sur ce que nous faisons. Alors n'hésitez pas!!!

Grâce au programme jeunesse, nous pourrons aussi prévoir une visite de planification à partir du 1 er avril. 1 à 2 personnes par pays pourront se rendre à Corsano deux jours pour préparer la rencontre de jeunes. Pour cela nous devons donc faire la demande de subvention dès le 1er novembre. D'ici le 1er novembre, nous avons donc besoin de réunir pas mal d'informations, et d'avancer sur le contenu des projets. Nous devrons connaître le nom des accompagnateurs (animateurs) et intervenants (ayant des compétences techniques liés aux activités). Nous devrons avoir ébauché le programme d'activité. Nous nous serons mis d'accord sur les objectifs, les supports d'activité, les méthodes. Des réunions de coordination vont donc être indispensable!!! Vous vous rapellez comment on utilise paltalk? Il serait bien d'organiser une première réunion dans la deuxième quinzaine de septembre... Et là attention aux heures et aux décalages horaires!!! Et dès maintenant téléchargez la fiche partenaire qui prouvera l'engagement de votre association dans ce projet!!! Elle devra parvenir avant le 1ER octobre à Cosimo et Cesario en Italie!

Un projet international nécessite aussi de prendre en compte tous les aspects administratifs... Les jeunes et accompagnateurs des pays sud méditerranéens devront acquérir un passeport et faire une demande de visa au consulat d'Italie. Afin de faciliter les démarches de nos partenaires italiens, nous devons être attentifs à respecter les dates que nous nous serons fixés et éviter les surprises!!! Il serait donc indispensable que nous ayons au 1er avrilmaximum le nom des participants, et de faire les démarches de visa au plus tôt dans la foulée. Pour les jeunes européens mineurs, il faudra vérifier dans chaque pays les modalités de sortie du territoire.

Alors petit rappel:
2° quinzaine de septembre: première réunion paltalk (faite vite part de vos disponibilités: dates et horaires)
1er octobre: renvoi des fiches partenaires à Corsano
1er novembre : dépôt du dossier 1er mai : nom de tous les participants et lancement des démarches administratives (passeport, visas, sortie de territoire)
1er mai: noms des jeunes participants et lancement des démarches administratives
2ème quinzaine de juillet: Salento 2006!!!

Salento 2006: the countdown is running!
2006, second week in July 80 young people and youth leaders will meet in Italia for an international meeting about environment and water!

2005, 1st of November: Our Italian partner in Corsano will have to send the form to get subsidize from the European Union for the project. We won't leave it up to our Italian partner to do everything alone!
We need time and energy to set up an international meeting. So let me remind you the stakes and restrictions to be aware of.

The program youth support international exchange for 16 to 60 young people from 15 to 25 years old, during 6 to 21 days. The European financial support is necessary, notably for some of our organizations who could not otherwise afford it. The criteria are not only defined to restrict the subsidize but much more to guarantee the quality of the meeting. We cannot bypass them. Thus, it is impossible to set up a project for 80 people even if we had enough money to pay for the 20 additional persons. We would loose otherwise the financial support of the European Union. As we are 9 countries in the network, the exchange will concern 6 to 7 young girl and boy per country. Young people will be from 15 to 20 years old. We need then to know very fast if all the country are ready to participate.

To get the support of the European Union, it is very important to make contact with our national Agency or coordinator in our different countries. Actually, the form will be sent to Italia. However the Italian agency will be more favorably disposed towards it if she has heard about it from the other national agencies and coordinators. They are eager to know what we are doing. Do not hesitate!

Thanks to the program Youth we will be able to organize a visit of planification from the 1st of April. 1 to 2 persons per country will be able to go to Corsano for 2 days to prepare all together the meeting. To respect the deadline, we have to fill in the form and send it for the 1st of November.

From here to then (November, the 1st), we need so to gather a few information, and begin to think what will be our project. We will know the name of the youth leaders and technical contributors. The activity program will have taken shape. We will agree about the objectives, activities and methodology. To get this result on time, we need several coordination meetings. Do you remind paltalk? A meeting in the second week of September is necessary. Be careful to time and time difference. From now on, you can load the partnership form. It will prove your commitment in this project. It has to be sent before the 1st of October to Cosimo and Cesario in Italia.

We will have as well to consider the administrative aspects. Getting a passport and visa from the Italian Consulate for those coming from south Mediterranea. Be aware of the deadline to easy the steps of our partner in Italy. On the 1str of april, we need the names of the young participants and begin the administrative process. For the European young people under 18, every partner will have to check how to get the authorization for leaving the country.
